Regarding the letter in the Capital Times that you phoned about on
15/9/06.

This letter was written by Minister Anderton's office. The content
(i.e. " I understand it is likely that the
2012 date will be pushed out ...") is reasonable speculation based on
earlier anecdotal advice the Minister had been given,
including  "...the addition of 10 new member states to the EU, and the
scientific reports having been delayed" as stated in the letter. 

For any further clarification you would need to contact the Minister's
office directly.
